.NET Framework
What do you mean when you say that all applicaitions need the .NET framework to be installed? Does this mean I can't use my app on any computer once I've deployed it? What's the piont of deploying then?

All applications that are coded on the .Net platform have to have the .Net framework (just like Java's JVM). So if you deploy your app, only computers with the .Net framework on them will be able to install and run the app. You can include the .Net framework with your app by including the redistributable version. You can find it here.
