Your site is fine, but it needs some color. what is the purpose of all
of the links? what is the purpose of the site? If you have a goal or purpose then its easy to fill with content. Just my 2 sense...

It looks like it's still in early development. There's no real "style" to speak of... very bland. Needs a style "theme", colour, images, and the text could do with a bit of line-height.
Also, get rid of the "Site designed for 800 x 600 resolution" stuff... this shouldn't be on websites, as ALL sites should cater for all majority audiences (unless the client has a unique market, or is building an intranet where they know all the hardware/software specs of their users).
