Um, define optimized.
I do like your choice of colours. They all seem to compliment each other nicely. Traditional page layout, however your site is designed using tables for layout. This could have unpredicatable results in screen reading software and those people with disabilities. Generally the tagsoup that FrontPage produces is tough on most users of alternative/assistive technologies. All those links on the bottom of the page, I would be careful. Some search engines might interpret that as a "link farm" and lower your pagerank [if not ban you]. Not sure of the exact number of links they look for though. Your page has small text and a lot of movement, I find it hard to read. I'm not sure what product you're selling or service you're offering. Is that a MARQUEE tag?? =(
