Whats up with DevArticles

I have't been here in awhile and I came back today to find that there's been some major changes, and I'm not sure if they are good ones.

The last Php tutorial was posted 2004-02-16?
Where does a user post to the shoutbox?

This place just seems dead to me from the way it use to be.

Can someone please post on what I've missed?
