Need Help - Don't know where to post?!

I've come here because I'm in a bind and don't know if this is the appropriate place...

I use RentACoder when I need to find programmers but I can't seem to find any for my latest requirements. Either coders look and don't bid, or for the few that actually respond, some have the impression I am asking for a free work.

So since you are the pros, I think this is the right place to ask what I'm doing wrong.

Project Scope:
- Get experience coders to analyze 3 websites (projects can be broken in 3 parts each) to provide me with details of the technologies used, front-end/back-end, etc with the goal to recreate these sites.
- Provide me with a time/cost estimate for the development of the sites mentioned.

Eventually, the above is to get an idea of the price/time involved in having these sites made so to help me decide whether I can afford it or not.

I haven't put any limits on the price I'm willing to pay for the reports/analysis, however, I am not sure I'm asking enough specifics or how to gauge of the quality of the developers on the other end?

In reading some of the posts here, it's clear that a lot of you in the I/T industry feel the buyers have no clue, and it's mostly true -- I'm a proof of that.

All of your comments, help, criticisms is welcomed here. I have to get someone interested as I'm ready to give it a go
