Slow download:(

I've had dsl for some time and have alway had a slow download rate. When I initiate the download no matter what server is always 20k/sec or less. I don't know if I am downloading to a directory or database or if it has to do with my active x settings? I'm tired of paying for the conveinence of dsl and allowing my pc to take 2-3 hours to download a file. I've read several related posts on this forum but they old threads, any comments would be greatly appreciated
