CSS Skill Levels

I'm trying to create a hiring guide with regard to hiring css skills

I think there should be maybe 5 or 6 levels of skills.

Level 1 = No Experience

Level 6 = I could teach all aspects of CSS

What should levels 2 thru 5 be, such that you could differentiate between each level and hire the appropriate person for the tasks you have at hand?

BTW, Levels 1 thru 6 is arbitrary. You could suggest more or less levels, again with the key being able to sufficiently differentiate the skills each level could accomplish.

I would say theres more like 4 levels

0 - Whats CSS?
1 - I know a bit of CSS but not enough, I cant hand-code it
2 - I can hand-code CSS but I cant use it efficiently/effectively
3 - I can hand-code CSS but I cant do the more complex stuff
4 - I can hand-code CSS and I know everything about it
