I think photoshop would be enough for graphic, about code editor would depend on what language you prefer.

Thumbs up Code editor

I personally find that Ultra Edit (URL) is one of the best text/code editors that I've come across. I would recommend that if you haven't tried it yet, you should definitely check it out.

Have achieved excellent results with freeware,
GIMP for image manipulation and creation and
HTMLKit for code editing

I start out using pencil and paper for the general idea, then PhotoShop 7 to create the 'big picture'. I continue with PhotoShop to create the graphics and use EditPlus v2 to create the coding. I preview/test using both IE and Mozilla Firebird.

Recently I've grown attached to ActiveState's Komodo for coding.
Graphics aren't my strong point, but I definately find Photoshop the easiest to tinker with.

graphics: photoshop 7, sometimes illustrator 10 4 specific tasks
editor: went there and back again 2 find the best 1: 40tude html!
