Help a poor n00b with a simple filter web app

hello i was wondering if anyone could point me to a good way to create a web page for a mysql database that i am writting for my company. I am new at php mysql web development and actuall hope to study more about this when the classes are available to me. i am looking to make a web page that will basically only filter data down to show only what the customer would need based on what they need to do. so they woul dsay we need to do this and this with this so the returned results woul dbe bla bla and bla for bla. so there is no need for editing or table creation or anythign by this front end i already use phpadmin and other tools. i don't really know the php language and am really looking for a simple wysiwyg or drag and drop creater for this page. something like how you would creat access forms. but i need it to be a webpage so we can put it on our internal webservers.
