Student Project!! Please help..

Hi everyone.
I need some help on how to build a simple website that can allow its members to write and submit stories and after submitted is categorized and can be search easily.
I am a great fan of HP and Naruto and always visit Fanfiction.net.
I was always in awe of its simple yet effective website fanfiction.net.
I have my own cpanel webhost with Fantastico and RV Site Builder included. However I cannot find any features that can fulfill my need.
I am still a student so I dont really have any money to hire any webmaster or web designer.
But I would really appreciate any help.
