Starting an accessible Hosting Server

Well hi to you all,

I am not new in computers and stuff, I can manage a lot. But I want to know if there is someone who has experience with selfhosting. With or without a hosting control panel (like plesk but because of the budget I prefer freeware!). It can be done on a windows machine (not using IIS because it sucks big time, but using xampp webserver) and on Linux machines like Ubuntu. So is there someone who has worked with Windows (prefered), and has set up a hosting without IIS but with xampp (apache, mysql & stuff) & a hosting control panel? Thank you in advance!!!
