Help with squirrelmail?

Hi,
I'm currently using squirrelmail and am trying to install the administrator plugin. it is not happening correctly, and when i login with my administrator login, i am not offered any of the settings i'm supposed to get.

yes, it is a custom install, and is working perfectly.
yes, i have tried setting file/folder permissions.

and i have followed the documentation perfectly.

what i've done is enable my administrator login, using putty(unix shell) and have inserted the text file "admins.txt" in my administrator plugins folder, along with my username (have tried username at domain dot com and just username. This is driving me insaaaaaaaane. Any suggestions?
