Localhost, Apache & virtual include

I have this directive in my HTML document:
<!--#include virtual="../gal/info.txt"-->
It works just fine at Web Hosting Provider’s Apache server.
At my local machine (localhost) it doesn’t work.
Windows XP
Apache server 2.0.47
Can you tell me why?

have you set up the appropriate modules on your local apache?
includes may not be enabled by default

If you refer to mod_include.so, that one is set.
I use Apache 2.0.47, and all modules which are included in its binary file are on. Only exception is mod_ssl.so which is listed in httpd.conf and disabled (#) but doesn’t exist in module directory
