There is a line in your httpd.txt file that reads:

AllowOverride FileInfo ALL
To enable .htaccess files completely, it should read

AllowOverride ALL
To restrict the directives allowed in .htaccess files, you can use a list of keywords, one of which is FileInfo.
Each keyword and their function is described at http://httpd.apache.org/docs-2.0/mo...l#allowoverride.
